The University of Michigan School of Nursing (SON) proposes to continue
its agreement with Medicaid Services Administration (MSA) as the State agency
responsible for assuring that Medicaid patients are provided adequate access
to high quality care appropriate to their needs. During the course of the
initial agreement with MSA, the School of Nursing evaluated 21 courses within
the Nursing curriculum at all academic levels and developed an educational
module about Medicaid that was piloted in a core course required to be taken
by all Master's students. The module will be expanded to other academic levels
and courses. The SON also developed and implemented three outcomes evaluation
tools based on Health Plan Employer Data and Information Set (HEDIS) measures
and conducted two surveys of patient satisfaction; planned for the development
of six additional evaluation tools; evaluated the feasibility of various
innovative practices; and assisted members of the underserved community who
are uninsured or underinsured and require assistance with eligibility and
enrollment in insurance programs.
Continuation of this agreement will enable the School of Nursing to: 1)
incorporate data gathered during the first year of the agreement into our
curriculum, to provide educational experiences for professional nurses developing
the skills, expertise, and cultural competence required to work with Medicaid
populations who are at risk for health disparities; 2) evaluate seven Master's
degree tracks (e.g. Adult Nurse Practitioner Track, Community Health Track)
in terms of their overall content and emphasis on Medicaid and other vulnerable
populations; 3) further strengthen the curriculum through the development
and implementation of educational modules, and investigate additional courses
that would benefit from revision regarding Medicaid and/or HIPAA content;
4) organize and offer health policy experiences to enhance understanding
of Medicaid programs and the needs of vulnerable populations; 5) evaluate
health outcomes of Medicaid patients in our Nurse Managed Centers and School
Based Centers; 6) implement, enhance and evaluate current and new innovative
models of care developed by faculty for Medicaid populations; 7) continue
to assist underinsured/uninsured patients to determine eligibility for Medicaid
and assistance with enrollment in Medicaid and/or other health plans.
In summary, a continuing agreement with MSA will support the enhancement
of learning activities and experiences that prepare nurses to provide high
quality, culturally competent health care to Medicaid and other vulnerable
populations, and will foster their ability to develop, implement and evaluate
strategies that increase access to care for this population. Since over 80%
of our graduates remain in Michigan, continuation of this project will positively
impact care to Medicaid patients in Michigan.
